China will actively and steadily promote carbon emission and carbon neutrality

In the ten years of the new era, China has placed the response to climate change in a more prominent position in governance, implement a national strategy to actively respond to climate change, promote comprehensive green and low-carbon transformation of economic and social development, increase the reduction of carbon emission intensity, green and low-carbon development has achieved remarkable results. China's carbon dioxide emissions per unit of GDP dropped by 34.4%, reversing the trend of rapid growth in carbon dioxide emissions.

Construct a "1+N" policy system and solidly promote carbon peak carbon neutrality

Recycling sorting, cleaning, slicing, wire drawing, weaving... After 12 professional recycling processes, discarded plastic bottles have been "reborn", 8 plastic bottles can be made into a piece of clothing, and 14 plastic bottles can be made into a portable bag. The general manager of an environmental protection company in Beijing said: "From 2019 to the end of 2021, we have safely recovered more than 17 million discarded plastic bottles and realized recycling, reducing carbon dioxide emissions by about 1,635 tons."

As a practitioner of ecological civilization and an activist in global climate governance, China has taken solid and effective actions to reduce carbon and pollution. Statistics show that in 2020, China's carbon emission intensity will drop by 48.4% compared with 2005, exceeding the goal promised to the international community to reduce by 40%-45% by 2020.

In September 2020, President Xi Jinping officially announced at the general debate of the 75th session of the United Nations General Assembly: "China will increase the intensity of nationally determined contributions, adopt more powerful policies and measures, and strive to reach the peak of carbon dioxide emissions before 2030. Strive to achieve carbon neutrality by 2060."

China has built a "1+N" policy system to solidly promote carbon peak carbon neutrality. Last year, the State Council issued opinions and plans to make a top-level design for the realization of the "double carbon" goal, clarifying the timetable, road map, and construction drawings. Since then, implementation plans for key fields such as energy, industry, urban and rural construction, and transportation, implementation plans for key industries such as coal, oil and gas, and steel, and support and guarantee plans for scientific and technological support, financial support, and statistical accounting, have been successively formulated and implemented.

Steadily promote the adjustment of energy structure and build the world's largest clean power generation system

In Guangling County, Shanxi Province, a 100MW ultra-large-scale centralized renewable energy power generation base and energy storage supporting facilities will be put into operation by the end of this year. This project can provide 150 million kWh of green electricity every year and reduce greenhouse gas emissions by about 140,000 tons of carbon dioxide equivalent.

Since the 18th National Congress of the Communist Party of China, China has promoted the energy revolution, vigorously developed and utilized non-fossil energy, and promoted the green and low-carbon transformation of energy. The world's largest clean power generation system has been built, and the installed capacity of hydropower, wind power, photovoltaics and other full-scale non-fossil energy power generation has exceeded 1.1 billion kilowatts. The installed capacity of wind, solar, water and biomass power generation ranks first in the world. Over the past ten years, the proportion of coal consumption in primary energy consumption in China has dropped from 68.5% to 56% last year.

The construction of the national carbon market has been vigorously promoted. In July 2021, the national carbon emissions trading market officially launched online transactions. The first compliance cycle included 2,162 key emission units in the power generation industry, making it the carbon market with the largest greenhouse gas emissions in the world. As of October 21 this year, the cumulative trading volume of carbon emission quotas in the national carbon market reached 196 million tons, and the cumulative trading volume reached 8.58 billion yuan. The overall operation of the market is stable and orderly. By effectively exerting the incentive and restraint role of the market mechanism, greenhouse gas emissions are controlled and green and low-carbon development is promoted.

Fully implement the "1+N" policy system for carbon neutrality and carbon emission

1- Continue to strictly control the blind expansion of high energy consumption and high emission projects, eliminate backward production capacity according to laws and regulations, and accelerate the resolution of excess production capacity. Strategic emerging industries are developing rapidly, and sales of new energy vehicles reached 3.52 million last year, ranking first in the world. Over the past ten years, China has supported an average annual economic growth of 6.5% with an average annual energy consumption growth rate of 3%, and its energy consumption intensity has dropped by 26.2%. It is one of the countries with the fastest reduction in energy consumption intensity in the world. About 1.4 billion tons of standard coal, saving about 2.94 billion tons of carbon dioxide emissions.

2- At present, the national forest coverage rate has increased to 24.02%, and the forest stock volume has increased to 19.493 billion cubic meters, becoming the country with the largest increase in forest resources in the world. The grassland comprehensive vegetation coverage reached 50.32%, and the wetland protection rate reached 52.65%.

3- China has participated constructively in the multilateral climate change process and made historic contributions to the conclusion, entry into force and smooth implementation of the Paris Agreement. Continue to deepen South-South cooperation on climate change. By the end of August this year, a total of more than 1.2 billion yuan has been arranged to train more than 2,000 relevant personnel from developing countries.
